Will the real Mark Foley stand up on health care? Throughout his tenure in Congress, Mark Foley has had an inconsistent record in support of meaningful health care reforms. In 1996 he voted against making health insurance portable when someone changes jobs...then, realizing it was a necessary and popular reform, switched course and voted for the bill later that year. No coincidence, his reelection campaign was approaching. In 1998, Foley voted against a bipartisan Patients' Bill of Rights...a year later, he flip-flopped again, recognizing the measure was popular with voters. So who is the real Mark Foley on health care? Foley voted to cut Medicare by $270 billion and opposed a measure to require health insurers to provide mental health coverage.
