Mark Foley voted to prohibit funding for international programs that provide abortions or abortion counseling, voted against federal funding to protect family planning clinics and voted to prohibit taking a minor across state lines in order to circumvent a state’s parental consent law. Mr. Foley received a 46% from National Right to Life Committee in 1999 and 51% rating from NARAL in 1998. (Roll Call 023; 2/13/97; Roll Call 168, 6/5/97; Roll Call 449, 9/17/98) - Voted to require U.S. Population Funds did not advocate abortion (Roll Call 350; 7/29/99) - Voted against protecting abortion clinics. (Roll Call 125, 2/14/95) just after butyric acid attacks on 10 abortion clinics in Florida. - Voted to prohibit taking a minor across state lines in order to circumvent a state’s parental consent law (Roll Call 280, 7/15/98; Roll Call 261, 6/30/99) - Voted 5 times to ban so-called "partial birth" abortions.
